According to the statistics, delivered by Uzbek News Agency in 2017 the young aged at 15 to 29 constitute nearly third from the total amount of population, reaching the point at 31022, 5 thousand.

This age category is to be expected to evolve economical, political, social, educational, scientific spheres and integrate the economy of Uzbekistan holistically on a world – wide scale, make Uzbekistan more progressive, prosperous, introduce innovative reforms, improvements so that people and next generation can have a better quality of life, certainty for the future and their life stability.

It is essential to take into account that young people should pay more attention to their education, since pursuing an educational degree gives a lot of benefits and opportunities not only for an individual but the society on overall.

Primarily, possessing a good education means less crime, violence both verbal and physical, a flexible adaptability in even tough condition environment, self-confidence, an infinitesimal level of unemployment and understanding of social issues.

It is generally accepted that educated young people are more motivated, communicative, outgoing and persevere goals and objects more ambitiously, vigorously than those who are on the other side of society, lacking in education and being behind all prosperities that education offers. The latter have to encounter discrepancies like unemployment, low payment, detrimental quality of social insurance and medical service, insafety at work. As a rule young people without education are more succumbed to depression, stress, diseases and have to be inflicted in crime or breaking laws, because of severe conditions of life.

Making allowance for the fact that young people are one of the most vulnerable strata of society, we should persuade them that gaining a good profession and education are one of the advised and substantial factors and rewards within one’s life expectancy which assist in capacity for adjustments, resistance and endurance for stress, as well as disasters, changes in the world in rapid boosting century of economical and technological progress.

To be certain, the more support is anticipated to be provided by a Government that can encourage young talents, make education more accessible, allocate grants, more budget places, support orphans or children who lost bred-winners.

Admittedly, parents and schools are considered to help young people to stand on their feet, find themselves, to determine their interests, abilities, inclination, gifts for certain subjects, sport, music, science, art, architecture, trades.

Colleges and Lyceums tend to highlight and deepen an educational background of young people, contribute to have more mature outlook about life, facilitate to manage problems, take charge of more responsibilities, avoid conflicts, cooperate with classmates and other people, cope with challenges, sort out plans, make choice for future career and be persistent in facing dilemmas, teach to be steady and be psychologically well-balanced.

The role of higher educational establishments like Universities or Institutes is undoubtedly the most significant one as Universities and Institutes forward a young individual to become an independent personality, not to be a kipper, not to rely totally on governmental support, become self-esteem, more experienced, get acquainted with all aspects of life, escalate world view, being ready for further changes, competition, formation of family and future modernization of economy, society, a country.

Reading and writing are far more than interpretation of each word since they activate understanding a word, a word’s formation and function in grammar structures and a variety of cardinal meanings according to contextual clues, factors and information.

Reading is an instrument in sustainable development of making opinions both public and individual, sharing points of view, notions and judgment on a certain situation, query or a problem, affecting social, environmental, political, scientific, technological and political issues, making fundamental meaning from what we read.

The more the students are conversant with the information in reference to the topic they are reading about, the easier it will be to comprehend thoroughly the material, grasp ideas, hidden hints, realize assumptions, perceive principal value of the context and be able to come to a conclusion, deduce the read information, gain indispensable feedback by adding the attained knowledge to the bygone one.               Learning how to read and write is primarily a matter of learning how to organize and integrate knowledge effectively.

Reading and writing are vital to upgrade human’s welfare in achieving personal development, social progress, in being engaged in professions that require professional knowledge of reading and writing skills in gaining social prestige and taking part in many individual and group work activities that involve reading and writing about community activities, studying social problems, catering needs for social obligations, participating in group discussion on important public and governmental issues, implementing significant rescue projects, regarding environmental, social, educational, economical  problems.

Reading and writing skills are applied in effort to secure civic improvements, understanding world affairs like global warming, greenhouse effect, disasters caused by destroying nature, forests, air, water, chemical pollution and these skills push all scientists, politics to focus on tackling problematic situations and problems to save our fragile planet from final destruction, to unite efforts in struggle to avoid unleashing wars and nuclear weapons that may demolish our planet. These pivotal skills are powerful tools,  instruments that appeal people to prevent violence, ignorance, potential threads of usage atom weapons, preserve endangered animals, natural resources like water, forests for future generation, be careful with other creatures that dwell in this world.

Significantly, the emergence of the alphabet, further reading and writing skills served progressive development of humanitarian and scientific subjects that endorsed discoveries of various distant planets, lands that could be impossible without advancement in these skills.

Of course reading and writing skills had a great impact on development of humans’ philosophical works for instance Aristotle, Platon, Democrit, Confucius, Alisher Navoi who were the first men to reflect ideas on the structure and organization of humans ‘society.

For these reasons were established organizations like UNDPE, OBSE to protect world from wars and hold amicable correlation among all existing countries, supporting safety of our planet.

Consequently, consensus cannot be reached without reading and writing skills since these skills express attainment in human being’s evolution from scratch to up-to-date age, a great result of historical, industrial, technological, social, political, scientific, literary heritage.

Advancing reading and writing literacy enhances community progress as reading and writing strategies build bridges of understanding reading and writing tasks, effective use of reading and writing skills in meeting principal needs of students, collaboration with one another and stimulation of students for creative reading and writing activities.

In any case, success is feasible when young people are knowledgeable with strategies of reading and writing, which help to enlarge vocabulary volume, productive valuable skills for exchange of information such as speaking and listening, grammar literacy, stylistics, rhetoric, evolve progress in speech, language evolution.
