History of the faculty

In the 1977-1978 academic year, the Department of Law was opened within the Faculty of History and Geography. In the same year, 50 students were admitted. The training was conducted by leading legal scholars and practitioners: candidates of legal sciences A.Dauletov, N.Abdullaev, U.Nurmashov, Sh.Khalikov, M.Khakimov, as well as I.Nuratdinov, K.Umarova, R.Aytmuratova, E.Kutibaeva, J.Niyozov, B.Matmuratov, G.Yuldasheva.

In 1993, the Faculty of Law was established.

In 1996, the Faculty of Law was merged with the Faculty of History to form the Faculty of Law and History.

In the 1999-2000 academic year opened a master’s degree in “Civil law; family law; civil procedure; private international law”.

In 2003, the Faculty of Law was reorganized, which includes 4 departments: Public law and administration; civil law; criminal law, procedural and forensic examination; commercial law.

In 2011, the Faculty of History and Law was established on the basis of the Faculty of Law and History.

In 2014, a doctorate was opened at the Department of Law.

In 2019, the Faculty of Law was reorganized.

From 1977 till 2019 the deans of the faculty were K.Sariboev, B.Shamambetov, M.Torebekov, B.Matmuratov, J.Khakimniyazov, E.Kutibaeva, A.Allamuratov, F.Kutlimuratov. Since 2019, the dean of the faculty is Honored Scientist of the Republic of Karakalpakstan, member of the Committee for Constitutional Control of the Republic of Karakalpakstan, Doctor the Science of Law, Professor E.Kutibaeva.

Teaching staff

Scientific and pedagogical activity of the departments are conducted by 39 teachers (basic staff) and 13 part-time teachers, including 4 doctors of law, professor E.Kutybaeva, K.Umarova, Z.Reimova, R.Matkurbanov; 15 candidates of science – docent M. Nazhimov, doc. K.Seitnazarov, doc. B.Daumenov, doc. S.Utemuratova, M.Utepbergenov, doc. K.Nizamatdinov, doc. F.Kutlymuratov, doc. Sh.Shamshetov, doc. I.Matzhanov, doc. A.Bairaeva, doc. Zh.Sagyndykov, A.Alliyarov, I.Jollybekova and R.Reimov. The following prominent scientists and practical workers are involved on a part-time basis: Deputy Chairman of the Committee of the Senate of Oliy Majlis, docent B.Matmuratov, Chairman of the Jokargy Kenes Committee of the Republic of Karakalpakstan, docent Z.Reimova, Head of the Department for the Republic of Karakalpakstan of the State Services Agency, docent R.Matkurbanov and others.

Research activities

All scientific potential of the Republic of Karakalpakstan in the field of law is involved to ensure quality education and training of scientific and pedagogical staff.

Scientific research is carried out in such important areas of legal science as the theory and history of state and law, constitutional, administrative, environmental, civil, criminal, economic, criminal procedure law and others. Recent achievements in the field of training of scientific and pedagogical staff include the successful defense of dissertations for the degree of Doctor of Philosophy (PhD) in 2019 by doctoral students of the Department of Law A.Imatov and A.Jumanov, in 2021 by doctoral student G.Berdimuratova.

Training of highly qualified personnel at the faculty is carried out through doctoral studies. To date, 6 teachers of the faculty are trained in doctoral studies.

 

International programs and projects

Prof. on the TEMPUS program. K.Umarova won a grant and established a Tuning Center on the basis of the faculty. The main goal of this center and the project is to improve the quality of education in Central Asian universities.

Under the leadership of Professor ED Kutybaeva, research was expanded on the basis of the fundamental research project “Problems of expanding the functions of self-governing bodies in the system of public control (on the example of the Republic of Karakalpakstan).” powers of self-governing bodies in the system of public control.

The faculty is well organized to work with gifted students. There is a scientific society of students, within which scientific work is carried out, scientific circles operate in all departments. Every year scientific and theoretical conferences of young scientists, masters and gifted students are held.

The faculty has a legal clinic, the purpose of which is to provide free legal advice to legal entities and individuals. The work of the clinic is organized by faculty and students in the form of reception of citizens. Working in the clinic allows students to apply the theoretical knowledge acquired in practice.

The faculty has a training laboratory complex for forensic science

In order to develop students’ practical skills and abilities, a specialised auditorium – a training “Courtroom” – has been equipped at the Berdakh State University Faculty of Law. The purpose of the functioning of the hall is to connect the teaching and research process with the practical training of lawyers.
