DEPARTMENT OF HUMAN RIGHTS, STATE LAW AND GOVERNANCE

With the opening of the Karakalpak State University in 1977, the Department of Jurisprudence was opened as part of the Faculty of History and Geography, on the basis of which the Faculty of Law was formed in 1993 with a single department. Since 2000, the Department of Jurisprudence has been divided into 3 departments – State Law and Management, Civil and Commercial Law, Criminal Law, Process and Criminalistics. In 2014, these departments were merged again and transformed into the Department of Jurisprudence.

The Department of Human Rights, State Law and Management is one of the new departments of the Karakalpak State University, whose activities were organized in 2020 on the basis of the Department of Jurisprudence as a result of the division of the departments of Criminal and Civil Law Subjects and Human Rights. state law and management.

On the basis of the department, bachelors are trained in the direction 60420100 – “Jurisprudence”, gaining knowledge on the basis of theoretical and basic, fundamental sciences, as well as sciences focused on teaching in the field of human rights, statehood and state law. The activities of the department are also aimed at training masters in the specialty and 70420106 – “State management law”. Through this, a significant contribution is made to the development of jurisprudence and the training of highly educated lawyers, which is the key to building a democratic state and civil society.

Teachers of the department and masters, together with the Association of Trade Unions of the Republic of Karakalpakstan, within the framework of the “Legal Clinic” organized at the faculty, provide free legal assistance to the population. In addition, close work is carried out with students in the framework of such circles as the “Street law”, “Mass media”.

Jumanov Azamat Oralbaevich, Doctor of Philosophy (PhD) in Legal Science, Associate Professor. Head of the Department of Human Rights, State Law and Governance. He was born in 1983 in the Kanlykul region. In 2008 he graduated from the magistracy with a degree in Civil Law, Family Law, Civil Procedure. In 2019, at Military-Technical Institute of the National Guard of the Republic of Uzbekistan, he defended his doctoral dissertation in the specialty “Agrarian law, environmental law” on the topic “Environmental and legal problems of providing the population with clean drinking water.” More than 40 scientific and methodological works have been published, including 1 monograph, 2 teaching aids. Since 2019 he has been working as an Associate professor at Karakalpak state university.

Kutibaeva Elizaveta Duysenbaevna, Doctor of Law, Professor, Dean of the Faculty of Law. She was born on November 21, 1957 in the city of Nukus. She graduated from Tashkent state university in 1980. Lawyer by profession. In 1985 she defended her Ph.D. thesis on the topic “State governing bodies of the autonomous republic”. In 1999 she defended her doctoral dissertation on the topic “Executive bodies of the khokimiyat of the Republic of Karakalpakstan.” She is the author of more than 95 scientific and methodological works, including 3 monographs, 15 textbooks and teaching aids. Under her supervision, 3 doctoral (PhD) and 1 doctoral (DSc) dissertations were successfully defended. Since 2011 she has been working as a professor at Karakalpak state university. E. Kutibaeva – Honored Scientist of the Republic of Karakalpakstan. In addition, she is a member of the Constitutional Supervision Committee of the Republic of Karakalpakstan.

Reimova Zukhra Abatbaevna, Doctor of Law, Professor. She was born on January 18, 1972 in the city of Nukus. In 1994 she graduated from Karakalpak state university with a degree in law. In 2004 she defended her thesis on the topic “Legal status of self-government bodies of citizens of the Republic of Karakalpakstan.” In 2018 she defended her doctoral dissertation on the topic “Legal bases for organizing the activities of self-government bodies of citizens of the Republic of Karakalpakstan.” She has published more than 80 scientific works, including 4 monographs, 16 teaching aids and 6 teaching aids. Since 2020, she has been the chairman of the Committee on Legislation, Judicial-Legal Issues and Anti-Corruption of the Jokargy Kenes of the Republic of Karakalpakstan.

Daumenov Berdak Aitmuratovich, candidate of legal sciences, associate professor. Head of the educational and methodological department of KSU. He was born in 1978 in the Karauzyak region. In 2002 he graduated from the law faculty of Karakalpak state university. Specialty – a lawyer. In 2010 he defended his Ph.D. thesis on “Organization of the activities of the apparatus of the khokimiyat of the Republic of Karakalpakstan.” He is the author of more than 50 scientific and methodological works, including 1 monograph, 2 textbooks and teaching aids. Since 2011, he has been an associate professor at Karakalpak state university.

Gulimov Amanlyk Bazarbaevich, candidate of legal sciences, associate professor. He was born on April 24, 1975 in Kegeili region. In 1997 he graduated from East Kazakhstan university. Specialty – a lawyer. In 2007 he defended his Ph.D. thesis on the topic “International legal problems of turning Central Asia into a nuclear-free zone.” He is the author of numerous scientific and methodological works. He is currently studying for a doctorate.

Berdimuratova Gulnaz Murat kyzy, Doctor of Philosophy (PhD) in Legal Science. She was born on June 17, 1991 in the city of Nukus. In 2013 she graduated from the magistracy at Tashkent state law institute. In 2021 she defended her thesis of Doctor of Philosophy (PhD) in the direction 12.00.02 – “Constitutional Law. Administrative law. Financial and Customs Law” on the topic “Constitutional and legal foundations of reforming the judiciary in the Republic of Karakalpakstan”. 4 scientific and methodological works were published, including 1 monograph, 5 teaching aids. Since 2021 she has been working as an assistant professor at Karakalpak state university.

Kabulov Khozhabay Aldashevich, PhD in Law. He was born on October 5, 1954 in the Khodjeyly. In 1982 he graduated from the Faculty of Law of the Nukus State University. 2012 in the direction 12.00.01 – “Theory and history of state and law. History of legal doctrines” defended his thesis on the topic “Judicial power in the Republic of Karakalpakstan. (Historical and legal research). Since 2021, he has been an associate professor at Karakalpak State University.

Kallibekov Togaytore Shynybekovich, PhD in Law. He was born on April 25, 1962 in the Chimbay. In 1989 he graduated from the Faculty of Law of the Nukus State University. In 1997, in the direction 12.00.03 – “Civil law; business law; family law; private international law” defended his PhD thesis on the topic “Civil statusof Dehkan farms”. More than 40 scientific papers have been published. Since 2022, he has been an associate professor at Karakalpak State University.
